Free since November 2024. Billable from October 1. Meta just told you exactly how much.

Meta’s per-country rate card for WhatsApp Business API service messages landed on schedule on September 1, 2026 and the numbers are now public, not speculative.

What’s actually changing on October 1.

Two things that have been free become billable: service messages (replies from a human agent or an AI bot inside the 24-hour customer service window, free since November 2024) and utility template messages sent inside that same window (free since July 2025). The published rate card shows real spread by country: $0.0068 per message in Brazil, $0.0200 in Spain, $0.0220 in the UK, over three times the price depending purely on where the recipient is.

The one piece of good news in the announcement.

Meta’s September 1 notice also included something that softens the blow a little: a free monthly tier of 1,000 service messages per phone number. For a smaller business running modest WhatsApp volume, that tier alone may cover most or all of a typical month, it’s worth checking your own message volume against that number before assuming this hits you hard.

Why this matters beyond the invoice?

This is exactly the scenario that shows the risk of building automation that only knows how to run on one channel. When the channel’s owner changes the pricing, and it’s their right to it’s their platform, a business with automation logic locked to WhatsApp specifically has no options except pay more or lose the automation. Automation logic that’s channel-agnostic from the start doesn’t have that problem: if WhatsApp gets more expensive, the same underlying logic can run on Instagram DM or a website chat widget instead.
Practical takeaway: check your monthly WhatsApp service-message volume against the new 1,000-message free tier now, and if you’re already above it, start budgeting for October 1 rather than being surprised by the invoice.
